Michigan's redrawn congressional districts take twists and turns
Michigan congressional districts redrawn to take twists and turns in the 14th District as a snake, covers areas disparate Marisa Schultz / Detroit News Washington BureauDetroit is a city that is predominantly black, poor, undereducated and a Democratic stronghold.
So what does it have in common with Sylvan Lake, a lake in Oakland County community of about 1600 for most high-income whites who have college degrees and consistently vote for the GOP candidate for Congress?
Both will be in the unusual "S"-shaped 14th District Congress as part of new neighborhood plans redrawn by the GOP Congress. The Legislature approved the maps and Gov. Rick Snyder is expected to approve them.
The two communities couldn't be more demographically opposite, nor could other parts of the 14th: Hamtramck and Farmington Hills, Pontiac and the Grosse Pointes, slices of affluent Oakland County and its poorer neighbor, Wayne County.
Yet all their concerns would be represented in Washington by U.S. Rep. John Conyers, D-Detroit, if the 82-year-old wins re-election to a 25th term next year.
"I'm not sure if this would be a high point on Congressman Conyers' agenda if he has bigger cities in front of him that require more attention," said Sylvan Lake resident and Councilman Russell Meskin. He said current U.S. Rep. Gary Peters, D-Bloomfield Township, has responded to Sylvan Lake concerns, even marching in the tiny community's Memorial Day parade.
The maps for the new 14th, 13th, 9th and 11th districts have divided Metro Detroit into four of the more oddly shaped districts in Michigan to date, joining communities that have plenty of differences and splitting those with many similarities.
Democrats cried foul over the maps drawn by the GOP-led state Legislature as an example of political gerrymandering, meant to shore up the Republican advantage in the House for the next decade. Republicans say the shapes might not look pretty, but they are the most fair, legal maps possible for reshaping Metro Detroit, which loses a congressional seat because of population declines.
"It was not gerrymandering," said Ari Adler, spokesman for Speaker of the House Jase Bolger, R-Marshall. "It was following the standards. And those standards led up to the districts and maps we have. We stand by them."
Republican leaders and some experts say the maps likely will withstand a federal court challenge because the districts are equal in population and preserve two minority-majority districts necessary under the federal Voting Rights Act — each with roughly 57 percent African-American voters.
