Arts centre task force task clear: Borrowman

With a task force to explore the possibility of a community arts development centre created, the question of due process has once again entered some councillors' minds.

The terms of reference administration was directed to bring forward in order to create a task force were, as council dictated, "to develop the concept, operational model and management structure of a potential arts centre and consult with the public on the future use and function of the facility."

Coun. Ed Russell said that he voted against the terms of reference when they were consequently presented on June 7 in council chambers because they presuppose that the soon to be vacated library building will be the future home of that arts centre.

Russell said that he is behind the idea of establishing a community arts development centre, but he is not behind the process that this task force is taking in that its task is to determine whether a community arts development centre is feasible in the library — before there has been an official process that determines what best fits into the space provided by the library vacating its current location.

"I do not grudge them (the task force) that centre, I think it's quite reasonable what they are talking about," he said. "But it's giving the impression pre-cut that this is going to be an arts centre.

"And that's all it is."

Russell said that he fears that the approved terms of reference set a trajectory for the library space beyond exploring the future development of an arts centre in town.

Coun. John Borrowman, a member of the arts centre task force, disagreed with this assessment somewhat last week.

He said the point of the task force is in part to consult the public as to: first, if there were to be an arts centre in that facility, what would it look like; and second, presenting that vision to the community and to solicit other suggestions.

He pointed to the terms themselves, after an interview, with a follow up email to the Leader.

The objectives for the task force in the terms read: "To develop and implement an appropriate community engagement mechanism for stakeholders and the public."

And: "To provide recommendations to Council as to the effective and efficient use of the existing library facility."

"That's the whole point of the task force, to explore, not only an arts centre there, but other possibilities people might want to put forward," Borrowman said.

This is a very good scope for the money, i can’t recall off the top of my head the exact model but it cost me 85 bucks at walmart. I have it mounted on a AR15/M16 full size .223. Ive fired at least 200 rounds so far and havnt had an issue. I recommend you zero i’n at 50 yards then just use your mil dots. Ive shot as far as 200 yards and the grouping was really good. I just took it off because I painted my rifle cammo so im headed back out to the range just to make sure it’s still spiffy.

Yes, this scope would be perfect for a 10/22

The ones at Wal-Mart are usually the 40mm variety and although they’re still quite a good scope for the money, you’re better off spending a little more for a 50mm version.

The Adventure Class scopes are rated for springer rifles, which are harder on scopes than any Magnum powered rifle due to it’s 2-way recoil.

I’ve actually dropped mine a few times and it stll held zero fine, so I wouldn’t worry about it.
